It sucks what happened, but (IMHO) I think your taking your frustration of the incident out on the investigating officers. I mean, honestly, what can the officer do. I mean, they are not stupid, they probably deal with that stuff enough to know when people are lying and when they are not, but at the end of the day (and in court) its just an opinion based on interaction / circumstantial evidence; there is nothing the officer can do to help you with proof.
And I think, a lot of officers actually do care; of course there are exceptions, but for the most part I think they try to uphold 'justice' or at least some version of it.
And moreover, even if you could prove she was the driver, if she was driving uninsured I sincerely believe she would be insolvent anyway. So what good would it do to know that she is the driver? You can't squeeze blood out of a turnip.
I'm not trying to jump down your throat or be sanctimoniuos (sp?) or anything, it's just that after reading so many torts cases I have come to the depressing realization that it's not that the police don't care or don't want to help, it's just that sometimes bad things happen to good people and there is, unfortunately, no remedy.
