It's a production date stamp. Most parts in cars have some sort of coding system to identify when the part was manufactured. Typically, you can get down to the shift the part was produced during via the date stamps (at least you can on date stamps on American cars). So, looking at the calendar looking stamp, that bumper was made in the second month of 1990 (February). I can't figure out what the circular stamp with the arrow pointing towards the 6 would signify. Alot of times the circular type stamps signify either the shift, the week of the month, the day of the month, or the day of the week.
