We have a 99 323i and the engine is out after 220k miles. I want to drop an M3 engine into it, if at all possible. Can anyone give me a definate answer as to whether or not this can be done? I have already found a source for engine, trans, and ECU. Can anyone point me in the direction of someone who's done this swap? Any shop near or in Tennessee that has done it? Thanks in advance.

Supercharger. No turbo made yet. Rumors flying for like forever, but no one has come out with a package. I suppose you could always do a custom job, but for regular retail packages, it's just superchargers.

If you're really serious, do a search on the Rogue Engineering M3 conversion. They took a 3 series touring and stuck an M3 motor in it. Like all engine conversions, they had their share of problems. See if it's really worth it to you.

How much money are we talking for a supercharger? Horsepower gains?
On our 323's, the Superchargers out there put you roughly around 280-305hp depending on the brand you go with (AA, ASA, ESM, etc)/

That equates to about 250RWHP, and 240TQ after drivetrain loss and whatnot. Faster than a E36M3, and faster than all stock 3 series cars other than the E46 M3. Mid 5's or so for 0-60 times if that helps more.

SC's run about 5-7k, with about 14-20 man hours (another 1k or so) to install.

They are for the most part, bolt-on and forget - versus tune-ups, and the like that goes with a turbo setup (It's a more 'finesse' beast). Get it done right the first time, and don't think about it again with an SC (for the most part).

Sounds like you're investigating the same thing I've been thinking about (Engine swap vs FI).
