There's also an update on page 19 I've been told. Kid got caught cuz someone apparently turned him in by e-mailing security the thread. But, they must have found it amusing too cuz while he had to pay back all the tickets, they didn't throw the book at him like they could have.

how did he get the wheel off without access to the lug bolts?

He actually got access to the lug bolts, because the person who installed the boot did it improperly. They didn't put the boot on secure enough and he was able to pull the rubber disk (to protect the boot from scratching the wheel) out enough to get his lug wrench in and take the lugs off....

He pulled the disc on the front off enough that he could slip a wrench in there and get access to the lugs.
