sounds almost like it uses electrolysis and then burns both the hydrogen and oxygen which would cause quite a hot flame.

Yeah, the web site describes that the machine reforms the water molecule from an H20 covalent bond to a HOH magnetic bond. It's been a long time since I had any chemistry, but the basic chemistry is well documented and valid, he's engineered a way to make it useful.
