I dont think there is a law about US cars other thain that the cars have to be dirt cheap and american cars are the only ones that fit that profile.

Here is one of the several E34 M5s that were given to my home state of SC by BMW. The state also has an E39 M5 that is driven by Officer Dave something, also given to the highway patrol by BMW. These cars were given as a "seal the deal" kind of thing to get the go ahead to build the plant in Greenville-Spartanburg area. I've actually seen the E39 M5 pull over someone, and one time it flew by me on the interstate at 120+ with the blue lights on. Pretty cool stuff!
